Chatbot or AI agent: what is the difference, and which does your business need?
A traditional chatbot follows a script written in advance: menus, buttons and fixed replies, and it stops at any question outside them. An AI agent understands what the customer writes in their own words, answers from your company’s information, and carries out steps inside your systems, such as booking an appointment, opening an order or registering a lead. If your customers’ questions are few, repetitive and need nothing done, a simple bot is enough and costs far less. If conversations vary, or end in an action in a system, the agent is what pays back. In the Saudi market ready-made reply platforms start at SAR 32 a month, and WhatsApp automation integrated with your systems costs SAR 20,000 to 80,000 to set up. These are market ranges, not a quote.

Three things that are all called a "chatbot"
The confusion starts with the name. Three different products are sold under it. The first is the scripted bot: a decision tree someone draws, with "press 1 for sales" and fixed replies. It runs with no artificial intelligence at all, and everything it says was written word for word by a person.
The second is an AI chatbot: it uses a language model to understand the customer’s question and compose an answer from your company’s information, such as the list of services, prices and policies. It answers questions nobody anticipated in that wording, but it remains an answerer: it talks and does not act.
The third is the AI agent: it understands and answers, and then it acts. It is given tools, meaning defined permissions inside your systems, so it opens the calendar and books the appointment, or finds the order and tells the customer its status, or records the lead in the CRM and notifies the right member of staff. The difference from the second is that the conversation ends in a completed task, not a piece of information.
When is a simple bot enough?
In more cases than people selling AI will tell you. If what your customers ask is confined to five or ten questions with fixed answers, such as opening hours, location, the price list and how to order, a menu with buttons serves them quickly and clearly, and it makes no mistakes because it composes nothing.
It also suits you when you only want to route the conversation: find out who is writing and what they want, then pass them to the right person. And when the volume of chats is small. Ready-made reply platforms cost SAR 32 to 549 a month in the market and are set up in a day. Spending tens of thousands on a smart agent to answer "when do you open?" is not an investment.
The simple bot’s weakness shows when the customer leaves the script. People write the way they speak, and someone who types a question and gets "choose from the menu" twice asks for a person or leaves. If that happens often for you, it is the signal to move up.
When do you need an AI agent?
When the reply is itself a piece of work that takes an employee’s time, not a piece of information to paste. These are the clearest signs:
- Conversations end in an action: a booking, an order, a quote, a ticket, an update to a record.
- Customers ask the same question in dozens of wordings, in dialect, and in voice notes.
- The answer depends on data that changes: available slots, order status, stock.
- Your staff spend hours a day on repeated replies instead of work that needs a person.
- Messages arrive outside working hours, and a customer who gets no reply goes elsewhere.
- You want every lead recorded in your system without relying on someone remembering.
What does an agent not do, and where does it go wrong?
An agent is not an employee who understands everything. It knows the information it was given and does what its tools permit, no more. And if it is asked about something it does not know, a language model may compose an answer that sounds convincing and is wrong. This behaviour is well known in the technology, and it is handled by design, not by hoping.
Sound design includes clear limits: it answers from your company’s sources only, says "I do not know, I will pass you to a member of staff" for anything else, and promises no discount, date or price that did not come from the system. Sensitive actions, such as a refund or editing an invoice, go through a person’s approval. And a sample of conversations is reviewed regularly, especially in the first weeks.
In fields where an error causes harm, such as medicine, law and investment, the agent’s role stays organisational: it receives, collects details, books and reminds, and the professional opinion belongs to the specialist. The customer is also entitled to know they are talking to an automated system, and to reach a person when they ask.
Cost: what do you pay for with each option?
A simple bot is a monthly platform subscription, and you set it up yourself or through an agency package at about SAR 1,000. An AI chatbot that answers from your company’s information costs SAR 20,000 to 40,000 in the market. An agent integrated with your systems costs SAR 20,000 to 80,000 to set up, depending on how many systems it connects to and how many actions it performs.
Then comes running it, which is what gets forgotten in the comparison. An agent has a monthly cost that sits in the market at SAR 3,000 to 8,000, covering hosting, use of the AI model, monitoring and improvement. On WhatsApp, add the platform’s fees for messages your business starts: about SAR 0.19 per marketing message and about SAR 0.04 per service message.
Compare those figures with what you pay today without seeing it: staff hours spent on repeated replies, and customers who wrote at night and found no answer. If your chat volume is small, the sum does not favour the agent, and there is nothing wrong with that.
WhatsApp, the website or the phone?
The same agent can work on more than one channel, and the choice follows where your customers write to you. In Saudi Arabia and the Gulf a great deal of business begins on WhatsApp, which makes it the first channel for most businesses. The official connection is through the WhatsApp Business API, which comes with rules from Meta: replying to a customer’s message is open within a set time window, and messages you start after it need approved templates and carry fees.
Website chat suits a business whose visitors come from search and ads and that wants to turn them into enquiries before they leave. A voice agent answers calls and suits businesses whose customers phone more than they write. It is more complex and more expensive, because understanding dialects by voice is harder. Start with the channel that holds most of your conversations, and add the next once the first has proved itself.
How to start without taking a risk
Do not start with an agent that does everything. Pick one repeated task with a measurable result, such as booking appointments or answering order status, and build on it. Collect a hundred real conversations from your history before any proposal. They show what people really ask, and they are the best test of any solution: ask the vendor to show you how its agent answers your questions, not its own examples.
And ask about three things: how it behaves with a question it cannot answer, how it hands over to a person and with what summary, and where conversations are stored and who can see them. Customer conversations are personal data, and what the Personal Data Protection Law requires of you in that respect is for your adviser to confirm.

Frequently asked questions
What is the difference between a chatbot and an AI agent?
A traditional chatbot follows a written script of menus, buttons and fixed replies. An AI agent understands what the customer writes in natural language, answers from your company’s information, and performs actions inside your systems such as booking, looking things up and recording. The first routes; the second gets things done.
Does an AI agent understand the Saudi dialect?
Modern language models understand written Arabic in its common dialects reasonably well, Gulf dialects included, because they were trained on a great deal of such text. Understanding dialect by voice is harder than in writing. The only way to be sure is to test the agent with real messages from your customers before relying on it.
How much does a WhatsApp chatbot cost in Saudi Arabia?
Ready-made reply platforms cost SAR 32 to 549 a month in the market, and a simple bot package from an agency about SAR 1,000. An AI chatbot costs SAR 20,000 to 40,000, and automation integrated with your systems SAR 20,000 to 80,000 to set up, with monthly running at SAR 3,000 to 8,000. These are market ranges, not a quote.
Will an agent replace my customer service staff?
It takes repeated replies, bookings and look-ups off them, and leaves what needs human judgement: complaints, special cases and negotiation. A sound setup hands the conversation to a person with a summary when needed. Anyone promising you can do without staff entirely is overstating it.
Could the agent give a customer wrong information?
It could, if it is not constrained. Language models may compose an answer when the information is missing. That is handled by restricting the agent to your company’s sources, teaching it to say it does not know and hand over to a person, stopping it from promising anything that did not come from the system, and reviewing conversations regularly. Ask any vendor how it deals with exactly this.
Do I need the official WhatsApp Business API to run an agent?
For stable operation, yes. The connection goes through the official WhatsApp Business API with a verified number, and Meta sets rules for messages the business starts, their templates and their fees. Solutions that work through an unofficial link to the ordinary WhatsApp app put your number at risk of being blocked, so do not build your customer service on them.
How long does it take to set up an AI agent?
A simple bot is ready in hours to days. An agent connected to your systems usually takes 3 to 6 weeks to prepare the information, the integrations and testing with real conversations. Approval of the WhatsApp Business number and access to your systems can decide the real start date.
Is my customers’ data safe with an AI agent?
It depends on how it is built. Ask where conversations are stored, who can see them, which model processes them and whether your data is used to train it, and what happens to it when the contract ends. Customer conversations are personal data under the Personal Data Protection Law, and exactly what is required of you is for your adviser or the regulator to confirm.
Should I start with a simple bot and move to an agent, or go straight to the agent?
If you do not yet know what your customers ask and how often, start simple, or even with saved replies a person sends, and collect conversations for a month or two. If the volume is high and the need is clear, such as booking or order tracking, going straight to the agent spares you a stage that would add nothing.
