HR and Payroll System for Companies in Saudi Arabia
An HR and payroll system keeps everything about an employee in one place: contract, documents, attendance, leave, advances and penalties, then calculates payroll automatically and prepares the Wage Protection file. We build it for companies with 30 or more employees, multi-branch businesses and field operations, and those with policies packaged software can’t handle. It follows the Saudi Labor Law on leave and end-of-service benefits, and can connect to biometric devices. Implementation takes 8 to 14 weeks; cost depends on the modules, your policies and the integrations required. Written quote within 24 hours.

Who is this for?
- Companies with 30 or more employees still running payroll in Excel
- Contractors and O&M companies with workers across multiple sites
- Multi-branch businesses that need attendance and permissions per branch
- Companies with allowances, commissions and shifts that packaged software can’t handle
- HR departments that want fewer paper requests and back-and-forth emails
What you get
A complete employee file
Personal data, contract and documents with expiry dates, including Iqama and passport, with an alert before each one expires.
Time and attendance
Biometric device integration, or geo-located mobile check-in for field sites, with shifts, lateness and overtime.
Leave and online requests
Leave balances calculated by policy, and leave, advance and letter requests that follow a clear approval path.
Automated payroll
Basic salary, allowances, overtime, deductions and advances in one payroll run, reviewed and approved before payment.
Wage Protection files
The payroll file prepared in the format required for upload to Mudad, plus a ready bank transfer file.
GOSI contributions
GOSI contributions calculated on each employee’s contributory wage, with a monthly reconciliation report.
End-of-service benefits
Calculated automatically by years of service and reason for leaving, with a monthly provision for accounting.
Employee self-service
Employees see their payslip and leave balance and submit requests from their phone, without visiting HR.
HR reports
Payroll cost per department and project, absence and lateness, Saudization (Nitaqat) ratios, and documents close to expiry.
When Excel becomes a payroll risk
Payroll in Excel works until the day it doesn’t. One cell with a wrong formula, overtime that wasn’t carried over, an advance someone forgot to deduct, and the problem shows up in an employee’s salary or a rejected Wage Protection file. With every new hire and every new allowance the chance of error grows, and the company depends more on the one person who understands the file.
A system turns your rules into fixed rules: how overtime is calculated, when lateness is deducted, how an advance is repaid. Payroll comes out in minutes, the responsible person reviews it before approval, and a full archive of every month is kept for any query or audit.
The less visible effect is employee trust. An employee who sees a detailed payslip, understands every deduction and knows their leave balance without asking raises fewer disputes and makes fewer trips to HR.
Compliance with the Labor Law and government platforms
HR in Saudi Arabia deals with several government platforms every day. The system doesn’t replace them, but it prepares your data for them accurately, cuts the manual work in between, and reminds you of what is coming due.
We build calculations according to the Saudi Labor Law and your company policy together: leave balances, end-of-service benefits by years of service and reason for leaving, and overtime. The rules stay editable in settings when policy changes, with no developer needed.
- The Wage Protection payroll file in the format required for upload to Mudad
- Contract data consistent with what is documented in Qiwa
- GOSI contributions on the contributory wage
- Saudization (Nitaqat) tracking per activity and alerts for expiring Iqamas and documents
- Hijri and Gregorian dates on letters and reports
Off-the-shelf or custom HR software?
Off-the-shelf HR systems in Saudi Arabia are good for companies with standard policies, and are usually priced per employee per month. If your company is a single office with a clear policy, one of them may be enough, and we tell you so plainly in the first meeting.
A custom system suits you when exceptions keep piling up: workers on project sites whose salaries are charged to each project’s cost, sales commissions with special formulas, rotating shifts, or a need to connect HR to your ERP or project system. And because you own it, the cost doesn’t rise as your headcount grows.
What to prepare before we start
System quality here depends on clear policies. Many companies discover during the project that their leave or overtime policy isn’t written down and is applied differently across departments. We help you document it first, then turn it into rules.
- The employee list with contract details, salaries and current allowances
- Your internal work regulations or written policies on leave, overtime and penalties
- The type of biometric devices you currently use, if any
- The last three payroll runs to reconcile against the system before go-live
- Approval paths: who approves leave, advances and letters
Running in parallel before full sign-off
We don’t ask you to trust the system from month one. We run it in parallel with your current method for at least one month and compare the two payrolls employee by employee. Every difference is explained and fixed before full sign-off.
After that, HR’s role shifts from data entry and chasing paperwork to reviewing and approving exceptions, and employees get their answers on their phone without waiting. Management gets a clear monthly report on payroll cost per department and project.

Frequently asked questions
How much does a custom HR and payroll system cost?
Cost depends on the modules required, such as attendance, leave, payroll and appraisals, how complex your policies are, the number of branches, and integration with biometric devices or other systems. It doesn’t grow with headcount because you own the system, unlike systems priced per employee per month. We send a written quote within 24 hours after a short meeting.
Does the system prepare the Wage Protection file for Mudad?
Yes. Once payroll is approved, the system produces the payroll file in the format required for upload to Mudad, alongside the bank transfer file, with a report flagging any missing data before upload, such as an incomplete ID number or bank account, so the file isn’t rejected after it is submitted.
Does it calculate end-of-service benefits?
Yes. It calculates them automatically under the Saudi Labor Law based on years of service, wage and reason for leaving, and books the monthly provision in accounting so the company isn’t surprised by a large liability when a long-serving employee leaves. Your company policy can be added if it is more generous than the statutory minimum.
Does it connect to biometric devices?
Yes, with most common devices that allow their logs to be pulled. For field sites and projects we provide geo-located mobile check-in within a set radius for each site, with a photo at check-in if you need it, so you know who attended and where without extra hardware.
Can employees use it from their phone?
Yes. Employees get a self-service portal where they see their payslip and leave balance, submit leave, advance and letter requests, and follow approvals in real time. That cuts HR visits for every query and gives line managers their team’s requests in one place to approve from their phone.
Does it support shifts and overtime?
Yes. We define fixed and rotating shifts and rest days for each group, and the system calculates lateness and overtime according to your policy, sending them for approval before they enter payroll. Unapproved overtime is never paid, and lateness with an accepted excuse is never deducted.
Is employee data secure?
Yes. Salaries and documents are protected by fine-grained permissions: managers see only their team and only authorised people see salaries, with every view or edit logged. We apply encryption and backups, follow the Personal Data Protection Law (PDPL), and the data can be hosted in-region on request.
Can it connect to an ERP or accounting system?
Yes. The payroll journal and provisions post to accounting automatically, and each employee’s cost can be charged to the project or cost centre they work on, which contracting and O&M companies especially need to know the profitability of each project.
How long does implementation take?
8 to 14 weeks depending on modules and policies, followed by a month running in parallel with your current method to reconcile payroll employee by employee before full sign-off. We schedule the launch away from month-end so it doesn’t coincide with payroll pressure.
Do you serve companies in different cities?
Yes. We serve companies across Saudi Arabia and the Gulf remotely and work on Saudi time, with online meetings and daily follow-up on WhatsApp. We train your HR team and managers in recorded sessions they can revisit whenever someone new joins the team.
